Carollo Engineers has announced that Vice President Dr. Graham Juby has been made a Fellow of the Water Environment Federation (WEF), recognising his pioneering contributions to brine management, potable reuse, and sustainable water treatment solutions.
The prestigious WEF Fellow designation, awarded through a peer-nominated process, honours members for outstanding achievements, stature, and contributions to the water profession. Dr. Juby becomes part of an elite group of leaders shaping the global water sector.

Dr. Graham Juby, Vice President at Carollo Engineers, has been recognised as a Water Environment Federation Fellow for his leadership in water reuse and brine management.
During his 28 years with Carollo, Dr. Juby has played a transformative role in advancing desalination and reuse technologies. His groundbreaking work in brine management has helped inland communities pursue potable reuse and brackish water desalination projects by achieving water recovery rates of up to 95%, significantly reducing brine volumes and disposal costs.
Rashi Gupta, Senior Vice President and Wastewater Practice Director at Carollo, said: “We are incredibly proud of Graham’s recognition as a WEF Fellow. His innovative thinking, technical excellence, and dedication to sustainable water solutions have not only transformed our industry but have also secured future opportunities for communities. Through his mentoring, Graham has also helped develop the next generation of water professionals who are now leading across the sector.”
Pioneering Work in Reuse and Treatment
Dr. Juby has been at the forefront of key innovations, including serving as technical advisor for one of the first large-scale membrane bioreactor (MBR) facilities in the United States—a 6.6 million gallon per day project in Redlands, California. His work with the U.S. Bureau of Reclamation’s Desalination and Water Purification Research Program has supported evaluations of emerging brine treatment and minimization technologies.
He has also contributed extensively to industry knowledge, including work on the AWWA Manual M69: Inland Desalination and Concentrate Management, which serves as a global reference for best practices.
Industry Leadership
Dr. Juby has been a committed WEF member for more than two decades. He has served on the WEFTEC Program Committee, chaired the WEF Water Reuse Symposium, and presented more than 15 papers at WEFTEC conferences, helping shape the Federation’s technical direction in water reuse, membrane technology, and brine management.
Dr. Juby holds a doctorate in water utilization engineering, a bachelor’s degree in chemical engineering, and is a licensed professional engineer.
